The PCU will be housed in PERSGA located in Jeddah, Saudi Arabia headed by Project Manager (PM). It will be responsible for the management of day-to-day activities and the timely and verifiable attainment of project objectives. The PCU formed of PERSGA staff and a project management assistant hired on the Project will assume the following roles: (i) prepare annual workplans and budgets; (ii) manage, monitor and evaluate implementation of project components; (iii) ensure liaison, communication, collaboration and joint settlement of disputes at the pilot sites; (iv) report implementation progress and financial management performance to the Steering Committee and the World Bank in quarterly reports; (v) ensure timely external auditing of project accounts; (vi) ensure appropriateness of procurement and FM activities as per agreed terms; (vii) ensure adherence to and implementation of approved safeguard instruments; and (viii) ensure timely midterm and final review.
The PCU will have the right to hire specialised consultants through short term consultancy if needed to carry out specific tasks. Project management shall adhere to the guidance provided in the "Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated October 15, 006, and updated January 2011
The PCU has been formed at PERSGA by a Secretary General decree. The current structure of the PCU is present in Annex VII, which summarises names of the PCU members, their expertise and their role within the PCU.. Any change in the PCU during implementation will be promptly communicate to the World Bank for update through the Project Manager. It will also be updated in the PIM. The PCU will inform the PMC / PNFP of project progress and receive their directions during regional annual meetings and in ad hoc meetings.

(1993) in Marine Environmental Protection from School of Ocean Sciences,
University of North Wales, Bangor UK, and BSc. in Chemistry from Yarmouk University
Jordan (1980). Broad experience in Industry, Research, Administration and
Environmental Management. Developed rigorous externally funded regional research
programs at the Marine Science Station, Aqaba Jordan (1996 - 2007) and served as
Director of the Station (2000 - 2004). Managed several externally funded projects
and lead numerous environmental studies for impact assessment and investment planning
and licensing. Joined PERSGA in 2007

Marine Ecology from Suez Canal University, Egypt (2004), M.Sc. (1998) and B.Sc.
(1992) in Marine Biology from Suez Canal University, Egypt. Worked as Assistant
Professor of Marine Ecology at Suez Canal University during the period 2004-2011.
Participated in several international projects on the Egyptian coast of the Red Sea
and in community consultations for preparing and implementing marine protected areas
management plans. Experienced in underwater surveys and coral reef habitats monitoring
focusing on economic value of seaweeds in the Egyptian Red Sea southern coast. Joined
PERSGA in 2011.

Change Programs. Holds a PhD in Marine Ecology from the Institute of Tropical Marine
Ecology, University of Bremen, Germany (2001), MSc. (1995) and BSc. (1990) in Zoology
from the University of Khartoum, Sudan. Worked as Assistant Professor of Marine Ecology
and Director of Suakin Marine Laboratory at the University of Khartoum during 2001-2007
Worked also as lead consultant to PERSGA during SAP 1 in conducting regional mangrove
assessment and development of the Regional and National Action Plans for mangroves in
the Red Sea and Gulf of Aden during 2002-2005. Joined PERSGA in 2007.

Worked for 12 years in the private sector in Saudi Arabia as the finance manager for the Arab Company for Agricultural Investment. Joined PERSGA in mid 1999 as finance specialist during the GEF- SAP 1 Project. Assigned as PERSGA Finance and Administration Manager in 2003.
